Most people who dream of a 10-year UAE residency don’t have AED 2 million sitting in a savings account. And so the same question is asked over and over again. “Can I borrow the money and still qualify for the Golden Visa?”
The honest answer is yes, but only in a specific way. The UAE authorities regard real estate finance in a totally different way from borrowed funds for public investments, and that difference is what divides those investors who are accepted from those who receive a polite refusal.
Whether you’re considering a bank mortgage, a family loan, or a developer payment plan, understanding the rules before you commit can save you from costly application problems. At Golden Visa UAE, we help clients choose the right investment plan from day one. This guide explains exactly how borrowed money fits in.
The short answer
You can use borrowed money for the property route as long as the finance is obtained from an authorised UAE bank or a registered developer payment plan. The public investment route isn’t accepted; the funds must be all your own, not from a loan.
And that’s the rule, simplified. Now let’s understand why the UAE differentiates between these two approaches.
Why Is Property the Exception?
When you buy real estate, you are investing in a physical property that is registered in your name with the Dubai Land Department (DLD). The bank may hold a mortgage on the property, but the title deed is still in your name.
With a bank deposit, an investment fund, or company capital, the money itself is the investment. If that money is borrowed, then you’re not actually investing anything of your own. That is why the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) requires the public investment capital to be fully owned by the applicant with documentation of its source.
1: Using a Bank Mortgage to Buy Property
This is the safest and most common method to use borrowed money for a Golden Visa.
Mortgage purchasers have to pay at least 50 per cent of the home price, around AED 1 million, before applying, until early 2026. That closed out almost everybody on a conventional mortgage with a 20-25% deposit.
This changed with the February 2026 release. A mortgaged property is eligible when: Today,
- Value of AED 2 million or above, attested by DLD
- The property is in a freehold area and registered in your name
- Your UAE Bank gives NOC (No Objection Certificate)
Your eligibility is no longer affected by how much you have paid back on the loan.
A Simple Example
Suppose you purchased an apartment in Dubai for AED 2.4 million and paid a 20% down payment of AED 480,000. A UAE bank financed the remaining amount of AED 1,920,000. Under the previous rules you would have been refused for paying less than half. Under the 2026 criteria, the property qualifies, and the certified value alone is sufficient to cross the barrier, even if the bank paid most of it.
Remember that a mortgage does not guarantee approval. We still have to examine ownership, value and bank documents.
2: Personal Loans and Family Borrowing
This is where investors need to be very careful.
The rules specifically recognise financing through approved local UAE banks. They don’t give you full permission to borrow for all purposes. Money you get from a family or a personal loan or a private lender isn’t immediately considered as a mortgage.
Consider this: You borrow AED 2 million from a friend and purchase a home in your name in Dubai. The property is over the valuation threshold, but the financing may be questioned during the inspection. Confirm the agreement with the DLD or immigration office in writing before committing yourself.
Overseas loans face the same issue. Financing from a bank in your home country is generally not accepted for the mortgaged property route.
3: Off-Plan Property on a Payment Plan
Another sort of borrowed money that investors often use is developer payment plans. You can consider off-plan apartments based on the full amount of the Oqood contract recorded with the DLD, so you don’t have to wait for handover.
First, check two things:
- The developer is RERA-authorised, and the unit is DLD-registered.
- You can get a NOC for the developer’s value and for your ownership.
One of the most typical causes for rejection is an unregistered off-plan property.
4: What If Your Property Is Already Mortgaged?
You can still qualify. The DLD’s investor Golden Visa program specifically covers mortgaged properties. Your bank letter needs to confirm the following:
- The property’s purchase value
- The amount already paid
- The outstanding mortgage balance
- The bank’s no-objection to residency based on the property
Ask in advance. Processing may take 5-15 business days, depending on the bank.
Golden Visa Investment Rules You Must Meet in 2026
Before you arrange any finance, ensure your investment meets these criteria:
- Minimum property value: AED 2 million is based on a DLD-certified valuation and not the amount you paid.
- Ownership: The property must be in your name, in a freehold area, and open to foreign purchasers.
- Property financing: Mortgages are allowed but only through an authorised local UAE bank that can issue a NOC.
- Multiple properties: You can combine two or more qualified units to exceed the threshold, as long as each property has complete documentation.
- Public investment capital: It must be your own money, not from any loan, in the form of deposits, funds, or firm capital.
- Visa duration: 10 years, renewable as long as you maintain the property and comply with the criteria.
Many investors are surprised by two things. The 4% DLD transfer charge is not included in the AED 2 million and if the value comes in below the threshold, your application might be sunk – even if you spent more than that for the property
Step-by-Step: Applying for a Mortgage
- Get pre-approval for a mortgage from a UAE-licensed bank so you understand your budget before you start exploring houses.
- Choose a freehold property valued comfortably above AED 2 million to allow for some valuation difference.
- Complete the purchase and ensure that the title deed or Oqood is registered with the DLD in your name.
- Request your bank NOC and outstanding balance letter early.
- Obtain the DLD valuation certificate confirming the property meets the AED 2 million threshold
- Submit your application with your passport, pictures, health insurance, Emirates ID application and all property and financial paperwork.
Mistakes That Cost Investors Time
- Buying at exactly AED 2 million without verifying value.
- Using international loans or private borrowings without verification.
- Applying before the bank NOC is ready
- Trusting outdated guides that still quote old payment rules
- Borrowing more than you can comfortably repay
That last point matters. A mortgage is a debt secured against your home. Miss, repayments and the bank can repossess the property, taking the foundation of your visa with it.

FAQs
Can I get a UAE Golden Visa with a mortgage?
Yes, the property must have a DLD-certified valuation of not less than AED 2 million, and a NOC must be issued by your bank.
Can I borrow AED 2 million from a friend for the investment?
Private borrowing is not automatically considered qualified finance. Check the criteria with the relevant authorities before using it.
Can I use a loan from my home country?
Generally, no. Overseas financing isn’t accepted for the mortgaged property route.
Is borrowed money allowed for the public investment route?
No. Under ICP conditions, the applicant must fully own the capital and not derive it from a loan.
Can off-plan property on a payment plan qualify?
Yes, depending on the entire Oqood value recorded with DLD provided the developer is authorised.
Can I combine multiple properties to reach AED 2 million?
Yes. You can combine qualifying properties if the ownership and documents meet the authority’s requirements.
Does the 4% DLD fee count toward the AED 2 million?
No. Only the property’s certified value counts.
Final Thoughts
Borrowed money can open the door to UAE residency, but only through the right route. A bank mortgage on a qualified property works in the UAE. Loan-financed deposits or a company capital do not.
